Job Responsibilities involved :
 Ensure fulfilment of ISO 9001-2015 requirements of Project Quality Management System; res ponsible for the
overarching Client Quality management System (QMS) and programs specific quality assurance management
plans, ensuring their establishment and implementation.
 Ensure that the activities carried out continuously comply with PMC described Quality System; QMS/IMS
 Ensure all Quality Assurance Tests are conducted as per specifications and standard requirements and reports
are submitted by the Contractors.
 Reviewing of the Clients specification and undertaking relevant training to the Consultant and contractor site
engineers/inspectors.
 Monitoring & reporting the implementation and achievement of the quality objectives.
 Liaison with other Client Programs organizations’ Quality Representatives to ensure a consistent approach to
quality across the Programs to resolve all quality issues and identify ways of improving performance. Providing
support and guidance as required.
 Prepare and conduct Contractor’s Bi-Weekly QA/QC Meeting
 Ensure that risk register is updated, and foreseen risk are identified with relevant departments head which might
impact on progress or adverse impact.
 Prepare, implement, and obtain approvals for Project Quality Plan, Quality control procedures, Inspection & Test
plans and Checklists and review the same for approval as submitted by contractor.
 Managing site QA / QC / Inspection interfaces and ensure that the Project Quality standards/ procedures and
codes are fully aligned by Consultant & Contractors staff.
 Review Contractor’s Monthly Dashboard and prepare Consultant’s Monthly Dashboard for Client information.
 Conduct Contractor’s Joint Site Visit and submit report to the Contractor’s regarding comments and observations .
 Ensure all work inspections and Material inspections are conducted as per approved ITP of respective Packages.
 Ensure all Quality Assurance Tests are conducted as per specifications and standard requirements and reports
are submitted by the Contractors.

 Review the Contract Documents for each Construction Package in respect of QA/QC Requirements and
procedures and advise the Contracts Manager for any deficiency. Reviewing of Contractor PQP, Quality Control
Procedures, Method statement, ITPs, RFIs and Materials submittals as submitted by the Contractors and ensure
compliance with Contract requirements.
 Assist Client’s Site Visit . Scheduling and compilation of KPI’s and provision of supporting evidence.
 Monitoring and closing of Quality defect notices and Nonconformance reports of packages
 Attend Client’s Monthly QA/QC Meeting, Take all necessary measures to eliminate any troubles negatively
affecting the quality;
 Closely monitor site activities and fully coordinate with PM and discipline engineers on a daily basis issuing Non-
Conformance Reports (NCR) in case of non-compliance. Representative complaints, taking corrective actions and
reporting those to the PMC management.
 Report the status of Non-Conformity Reports, Corrective and Preventive Action Reports by Registers to the PMC
Corporate Management System Manager on every month.
 Acted as the management representative for Quality Control and Final Handover Certification. Maintaining all as
constructed Red Line drawings incorporation of RFI response and handover.
 Report to Project Manager/Project Director all defects and defects in workmanship and/or site supervision staff.
 Advise and provide training for the personnel at all levels, necessary for the effective implementation of Quality
Procedures.
 Develop quality assurance, quality control and measurement techniques in coordination with other departments,
 Provide support to all other departments for handling and evaluating Employer & Employer’s Representative
 To ensure Quality Audits are being conducted as per ISO 9001: 2015 standards and client’s requirements , Plan
and execute internal & External Quality audit at specified interval of Consultant, Contractors, Suppliers, third party
laboratories and preparation of Audit Reports.
 Communicate the audit findings and identify areas where procedures will require improvement or additional
training. Audit the approved sub-contractors for their compliance with Contract requirements.
 Verify compliance of the proposed material submittal with the project specification and quality requirements.
 Ensuring that all materials are used on site as per the requirements of Project Specification and Approved from
relevant client. Ensure all permanent incoming materials are verified and recorded as conforming to project
requirements. Maintain all project quality records and traceability.
 Administrate QC department and supervise the Works on site for the effective implementation of QC procedures
where deems necessary.
 Verifying and assuring that the Quality related site activities are in accordance with the applicable Shop drawing,
codes and standards. To ensure connection and coordination with second and third persons on Quality System.
 Organize, schedule and monitor the QC Inspector’s & site supervisor for daily inspection activities.
 Ensure all test are being performed as per international codes of practice, ASTM, BS, ACI, GOST, AASHTO,
SNIP and others as per contract specification and requirements.
 Ensure that all Civil, Structural, MEP, HVAC, Architectural inspections, and tests are planned and carried out as
per project requirements and duly recorded.
 Attend all activities (monitor, observed, inspect) on site and ensure their compliance with QA/QC procedure in
respect of Specifications, codes and standards, and signed off by Contractor’s QA/QC Manager
 Coordinate with the site management team for all quality related activities. Liaise with the Employer’s in Quality
related matters. Coordinate with all disciplines/Contractors for QA/QC.
 Ensure all measuring, inspection and test equipment’s used by the company project personnel and sub-
contractors are duly calibrated and certified as valid for intended use.
 Visit the independent lab and concrete plant premises during the test, trial mix and other requirements.
 Participate with PM staff in assessing Concession Requests and Field Design Changes as submitted by
Contractor, and promote Request for Information (RFI) if need be.
 Participate with PM staff in reviewing the Close-Out Reports as submitted by Contractors.
 Ensure O&M manual as well testing and commissioning plan have corrected information and approved.
 Participate turnover walk downs and generate punch lists, Coordinate relevant departments head for testing and
commissioning process and final hand over.
 Advice and guide Delivery team on key quality issues at site and close out .assist in Close out and Handover,
Maintenance management of packages in the project.

Project Description : The CRESCENT DEVELOPMENT PROJECT is proposed to be a mixed-use

retail podium and linked to a 360 unit, 7-star iconic hotel on the Caspian Sea. The Crescent Hotel comprises: 4-level
basement, total underground area is 56,167.19m
